Kelly was born on November 4, 1965 in Bagley, MN to Harlan and Shirley (Bjerke) Aakre. He was baptized and confirmed at the Good Shepherd Lutheran Church in Clearbrook, MN. He attended school in Clearbrook and graduated in 1984. He then moved to Thief River Falls, MN and attended AVTI Technical College for Auto Body Technician.

He met his future wife, Julie Breuer, while he was going to college. They were united in marriage on November 23, 1985 at St. Anthony's Catholic Church in Mooreton, ND. The people he held dear to his heart were his children and grandchildren, whether it was backyard barbeques, shooting baskets, or baking with the grandkids, he would always look forward to those times he shared with them.
